If you aren't sure about upgrading from a previous version, should you
a) always uninstall the old version first?
b) try to install new version and you may or may not get a warning to uninstall the old version first.
Can either of these methods create conflicting registry files?
Which method is better if you have data files associated with the old version?
Your first thing - if you have data associated with an old version is to back up the data. That way you at least don't lose things.
Most software is designed to upgrade OVER the existing install. In the few cases where you need to uninstall first, the install instructions usually specify this.

I think there is no simple "yes" or "no".
For a slight update (from ver. 3.8.4 to 3.8.7) I usually just put the new version on top.
With a step from ver. 1.01. to 3.8. I would install it from scratch.
Your chosen preferences in the old version are lost when you install completely new and they could be lost when you put a new version on top; so - try to save them.
When I have any problems with an old version, I would always delete it and all its remnants before I install the new version.
Otherwise, like Dragonlair said, most programmes will tell you what to do.
