At least twice over the past six months or so I have made a comment on the download page about a product's web page being listed as a phishing site, listed on hphosts or very bad ratings on some rating sites. But these messages seem to be not allowed. Is that the policy of GAOTD- to not allow posts about download sites being listed as phishing sites (or associated with phishing)?

This is really very frustrating. And I think if someone searched the internet there would be found some blog posts regarding concerns about the editing policy of security related posts on the download page.

Have a look to the comments again, meanwhile there are 2 warnings.
No, It's not a policy of the GOTD moderation to delete security related posts - if relevant. I myself have posted such warnings.
However, sometimes it seems to be a lottery to get a comment published.
You'll find lots of discussions about this topic here in the forums.
There are thousands of downloads, many, many comments and only some (sometimes 1) moderator - so it's nothing against you if your comment will not be visible.
