I was wondering being that you are blocking people now if you could make a sticky of the Rules & Guidelines we have to follow. I know some people may have saw them including me but some people haven't. So could you please create a Rules & Guidelines sticky? Thank you.

I think if it ever got to the stage of a user being blocked from the site - they would already know that they are overstepping the boundaries of acceptable behavior.
It's not likely to be an outcome that would occur completely by suprise.
Stuff that will very probably get you blocked.
Users are more likely to get blocked when the first posts they make after registering fall into the above categories.
In the past I have noticed that the users who were blocked started their brief "career of abuse" less than one hour after registering for the forums. To them, it's like "Sport for idiots", but after a few posts - the point to their posts becomes very clear.

Michelle is right. There needs to a sticky and not just because of blocking. Most forums use a sticky for rules with a subject line in all caps so fewer will miss it. Something like "PLEASE READ BEFORE POSTING" is how it's done on most forums.
Recently I wanted to post a link to Phelix which was still available free on the developer's site after the give away expired, for Bobby who had trouble registering. The one on the developer's site was even a newer version. But I didn't know (and still don't know) if that was OK or not because it was after the give away.
re: Phelix download. I'd say that's fine. It's not like you are linking to something illegal or wrong in any way. If the developer wanted to host a copy of their own application to giveaway - there is nothing wrong with that.
If you were linking to someone who was hosting other (expired) giveaways and including codes or instructions on bypassing the conditions of use, that would be a different matter entirely - because they would have no legal permission to give away that software.

That's true, but if you break one or more rules on the forum in that Please Read Before Posting site you get banned from that site. It's what it is there for. I just thought it would be easier rather than having to go over every rule for each user where the rules might be a little different.
For instance this is only the second forum I have ever been to that didn't allow curse words of any kind. I just think it would be a lot easier making a sticky.
I'm not going to drag it on and on if they don't want to make a sticky. It's up to them.
