Don't know where you're located, &/or what's available where you live if it's not in the US, but just in case it helps...
Nero has been running a Lot of sales since around November of last year, & their regular upgrade price is pretty reasonable. It'll do more than you want I think, though you'll need the platinum version if you want to do anything with Blu-Ray HD. Cheapest is Fry's recent sales for $0 after MIR. In the past FWIW I've qualified for the Nero upgrade offers after buying a very cheap [I *think* $3-$4] OEM disc on-line.
I've seen a few home versions of Sony's Vegas, also occasionally $0 after MIR. Vegas [including these home versions] usually comes with their separate DVD app that works with it. Good stuff, though maybe a bit weak re: Blu-Ray.
I've got Roxio's older suite -- haven't seen great pricing on the last 2 versions -- but it may be slightly easier for you to use than Nero yet give comparable results.
Once upon a time Ulead had great video software, but they started slipping & I stopped keeping track of them. Today their stuff is sold by Corel & they've been pretty aggressive running sales on Video Studio Pro. Won't run on this rig so I can't say more than it's available.
There are loads of other alternatives, some always free like DVD Styler & DVD Slideshow GUI, but those are the main one's I feel safe pointing out.

Suggestion for an alternative that will burn photos in a slideshow to play on a dvd player with transitions and music.
I don't have Windows 8, but this program appears to be running well enough on Windows 7...
Microsoft Photo Story 3 for Windows XP (5 Mb) was released in 2005 and is still available for download.F.A.Q page for Photo Story 3:

How do I create a DVD of my photo story?
DVD authoring software is not included with Photo Story 3.
However, using third-party software, [it's possible] to save a photo story to a DVDMicrosoft Photo Story 3 for Windows creates video from still pictures only.
The advantage of Photo Story is that you can pan and zoom each image and easily create an entire photo album movie in just a few steps.Download page:

I don't know when this offer expires, but it's worth a look...
On the German website, Computerbild, there's a time-limited gift/giveaway of Ashampoo Slideshow Studio 2012 (28 Mb):
