Hi, a while ago I took a digital photo and then added a frame to it with one of the software packages, but cannot remember what I used. It was a rectangle photo, then with the frame you just get the face in a circle and a lovely coloured border (frame). Very effective. Any ideas which program I could use?

Ya, paintshop pro v8 does this.

There are many programs out there that will do that. But most of them are addons. If I want something quick and nice looking, I use FastStone Image Viewer - Powerful and Intuitive Photo Viewer, Editor and Batch Converter. It does a lot and it's free.
I haven't played with any of my graphic toolboxes in a long time because of my arthritis. But that program was the first one that came to my mind.

I am sure there are plenty of websites that allow you to upload your image then
you pick a frame and viola, you have a framed image.
They probably offer free and paid frames.
