Over the last few days, in addition to getting my email notifications a day late, I cannot vote whether the comments are useful. Each time I try, I get a window which says "Please try again later".....This has been for all posts over the last few days...How can I vote again?

It's not you. I've occassionally received the same message. It will very likely clear up and you'll be able to vote as normal.
