Maybe I'm missing something, but I dont see any browser there....
However, I do use fastStone image viewer and faststone capture....

I don't think it's a contender - last mention I can find of it was ver2.1 September 2005 - no longer available or supported by the developer - the browser it built on top of the Internet Explorer Engine of the day (before IE had tabs - so tabs is the big feature this program offers when browsing).
You didn't mention exactly why you wanted to use this over one of the other products?
Everything I see makes me wonder, "why bother with it" - surely something better exists that has come out over the past 4 years? When FastStone (the developer) has dropped it and moved on (years ago) - I'd take that as an indicator of how much of a future they think it has.
If an uncongested appearance is what you are after - many browsers support skins, that will give you as minimalist an appearance than you can manage (do away with buttons and toolbars altogether if you must - or if you are brave).
If you really do want to run it - don't use version 1.3 in the link provided above, go to majorgeeks - they still have version 2.1 sitting in their archives from 2005. (Some other sites also have download links that go back to the FastStone website - but they are now dead links - Faststone having deleted it from their website).
