If you have a Microsoft 365 subscription [formerly Office 36] it includes a minimal VPN service with a 50GB cap that resets every month. You don't get much if any control other than on/off, and the service reportedly excludes "certain streaming and social apps that may be bandwidth-heavy. These include YouTube, TikTok, Netflix, Disney+, Amazon Prime, Facebook Video, Instagram, Snapchat, Spotify, YouTube Music, and Whatsapp."
To use it you have to open the Defender app and turn Privacy Protection on -- it's apparently installed automatically, since when I looked in the store, rather than install the button said Open. When you start Defender for the first time it starts off asking if you want to sign up for free Experian credit monitoring.
