Some old, familiar names here, Aiarty is from Digiarty Software, a company that's had software on GOTD for years, mostly video converters, rippers and such. And it's currently free at SOS, a site, or biz really, created by a long ago GOTD regular, Ashraf.
Aiarty itself is self-contained, running locally on your device rather than using the cloud, with 3 AI models you can use. It's really small for AI software, at ~431MB, with an added [<1MB] folder in ProgramData, though it does unfortunately add C/C++ runtimes from Microsoft. I monitored the installation in a VM, then just copied the program's folder to my regular hard disk, where it activated & runs fine. It can enlarge you image, and otherwise removes noise and sharpens the photo. There is no plugin, and it can only save the results as .png or jpg -- you'd want to use .png, opening that in your image editor to do stuff like fixing colors & levels etc. If you're interested in improving any of your photos I think it's worth at least a quick try.
