Lots of people would rather install Windows using a local account [e.g., like Win7] rather than tying everything to a Microsoft account, which is what Microsoft tries to force you to do. Win11 setup does not give you a choice -- you have to enter a Microsoft account email & password for setup to proceed. The most popular way around that used to be entering a fake email and password, e.g., example@example [dot] com -- that would bring up an error message and the screen to set up a local account. No longer... with 24H2 you'll still get an error, but not the local account setup screen. The more annoying workaround is after disconnecting from the internet, press Shift + F10 keys to get a Command Prompt [i.e., DOS window], then type OOBE/BYPASSNRO & press Enter.
