Using a clean copy of my Win11 VM -- all updates installed and had not been used for testing or monitoring yet -- I ran a speed test using Google [search internet speed test using Google]. Then I installed Net Optimizer, and ran the app's speed test, had Net Optimizer do its automatic optimization, restarted, and performed both speed tests again.
Not optimized Google = 177.1 Down, 36.8 Up, 31ms Lag
Not optimized Net Optimizer = 293.1 Down, 42.6 Up, 34 Lag
Optimized Google = 273.3 Down, 36.1 Up, 31 Lag
Optimized Net Optimizer = 339.0 Down, 42.3 Up, 33 Lag.
Opening C:\Users\ [UserName]\ AppData\ Roaming\ NetOptimizer\ Logs\ netop2024-03-22.log in Notepad, I think this is the relevant info on the changes Net Optimizer performed:

I monitored all changes starting from clicking the button to auto-optimize until Windows restarted, and while that gave me a lot of data, most all of it concerned Win11 itself -- at the end of this post I've copied the new values for the only network-related registry changes I saw. Several files did change, but they were not human-readable.
Installing and activating Net Optimizer adds the program's folder, adds a folder in ProgramData, and adds 3 folders in Users\ [UserName]\ AppData\ Roaming\ -- one of those folders is named Neos Eureka S.r.l, and you can find info on the logging app here: eurekalog[.]com/ . The registry gets an uninstall key plus one for the app itself.
