I normally wait a few days to see if I or anyone else has problems, but unfortunately I had an issue with Win11 on day one, and while I certainly hope it was a one-off, wanted to post details and the fix.
What happened was the KB5035853 cumulative update installed, but instead of showing the restart now button, Settings itself appears to have crashed, with a notice that Settings had a problem & to try again later. Restarting Settings & going to Windows Update, checking for updates went into I guess I'd say checking mode, and never stopped -- it never finished to show any or no updates available. After a Windows restart, checking for updates found KB5035853, but that failed during installation. Downloading KB5035853 from the catalog and running it showed KB5035853 was already installed. Downloading the .csv file with the file names and versions included in KB5035853 from the Microsoft bulletin for KB5035853, that appeared to be correct -- KB5035853 had been installed but Windows Update apparently didn't know that. The fix was to stop Windows Update in Services and delete the contents of the Windows\ SoftwareDistribution folder -- after that checking for updates in Windows Update worked properly, and no longer tried to download & install KB5001716.
