Most PCs / Laptops show a logo of some sort when turned on from a powered off state while the boot up processes are underway. The handful of companies making the BIOS that every motherboard, and PC and laptop uses, allow individual manufacturers to allow changing the logo, or not. While Dell stands out by explicitly not allowing a logo change, most manufacturers do not prohibit it, whether they provide a way to change the logo or not. The problem is that if that logo is replaced with an image file containing malware, the BIOS will run it and become compromised [infected]. And once the BIOS is compromised, there's very little you can do about it.
All you can do, besides trying to avoid malware etc., is check for BIOS updates from the manufacturer of your PC, laptop, or motherboard if you're not using a pre-built PC.
