At least earlier today, the newest version of Windows was Not available when using Microsoft's Media Creation Tool.

It's not unusual for a Windows update to refuse to install for some people -- there are complaints after pretty much every Patch Tuesday -- but the latest update for Win11 has really put some users in a bind... reports are starting to surface that after the update fails, some people are reporting that the system is unable to roll back to the previous state, getting stuck in a loop.

The new Copilot is also apparently causing issues for those using multiple monitors or displays -- the update may be blocked if Windows detects a 2nd display currently, or if one was used in the past.
"Windows devices using more than one (1) monitor might experience issues with desktop icons moving unexpectedly between monitors or other icon alignment issues when attempting to use Copilot in Windows (in preview)," Microsoft explains.

In what I personally consider a bit of a dirty trick, Win11 22H2 will download and install everything included in Win11 version 23H2, but it will not take the final step, bumping the version number to 23H2, Until another small update is installed. It was Not available yesterday when I installed the latest updates in my in-spec Win11 VM, but only offered today, *After* I had already gone through the BS of cleaning up the leftovers and (re)compacting the VM -- ~1-2 hours work. Besides Not making it available the same day as the update [butt h**ds], it's not in the Update Catalog, and will Not be offered on any PCs / laptops that don't meet Win11 hardware specs. Neowin has a link to a forum post where you can download KB5027397.
