Microsoft hasn't bothered updating [or improving] Windows Backup and Restore (Windows 7) in Control Panel -- its tooltip still says: "Recover copies of your files backed up in Windows 7". But if you manage to get a bootable USB stick working, or use a Windows to go drive, it does still work to create & restore backup images of hard disk partitions. What Microsoft is pushing now is a way to store data in the cloud regarding the apps you've installed, as long as they came from the Windows Store, along with the settings you've applied to Windows. The main benefit is that if you buy a new PC or laptop, restoring those apps and settings could make setting up your new hardware quicker / easier. It could also help if you have to completely reinstall Windows, though Microsoft doesn't like to talk about that too much.
