It's supposed to be an ennablement package rather than a complete reinstall, IOW working like a normal cumulative update. Normally you can download a copy of the new version ISO once it reaches RTM before the official release, which can come in handy if you've got the disk space to install alongside your working copy to spot any issues with your hardware &/or software before you let Windows Update do its thing.
Probably the feature getting the most attention is going to be Windows Copilot, integrating Microsoft's version of Chat GPT with Windows. Why? $$$$. Microsoft's stock price has been climbing since they released Bing Chat, and then rising again when they revealed how much they were going to start charging corporate users. Note that there's talk of future versions of Windows having sort of tiers, with PCs / laptops with AI assist chips getting the full AI treatment, but skipping those without. AMD & Intel have CPUs on the horizon with features supposed to help with AI, but they're a ways off.
