Windows has local & group policies that basically spell out what's allowed, & what's not. While there are hacks or mods to enable group policy in Windows Home [that may or may not work], officially using group policy is limited to Windows Pro, EDU, & Enterprise. That said, most of the time group policy settings translate into registry entries, which normally work regardless the Windows version, e.g. normally you can record the registry changes from applying a policy in [non-activated] Windows Enterprise in a VM, then make those changes to Windows Home, which usually works. Why Bother? Microsoft sometimes releases info about group policy settings to mitigate vulnerabilities or as a temporary fix for other issues while they're developing the real fix.
Petri's article explains a bit of how group policy works & how you enable the various settings.
