Nvidia has had a slew of driver issues with version 22H2, and now [finally] Microsoft acknowledges that GPU debugging may be enabled when it should not be. They say that they're putting a hold, blocking upgrades to 22H2 on effected devices until they have a fix, which means they've identified the hardware giving them problems [or else they couldn't ID which devices to block]. As Neowin points out however, this does not address performance problems with AMD CPUs that users & test sites have been reporting.
