Existing chat servers are no good? Like IRC, Yahoo, AIM, etc? I dunno, that is why they are there for I thought.

Either ventrilo or TeamSpeak should be able to handle 20 users without a problem (assuming the server can handle the bandwidth).
We run a TeamSpeak 2 server and on occasion have had around 20 users at once and we have had no issues.
I know for a fact that TS2 is free for non commercial use. The license file for ventrilo comes with the download. You'd have to check but ventrilo is probably free for non-commercial usage also.
@ BillW50 - TS & Ventrilo are a type of VOIP chat server. Unlike IRC and AIM etc the method of communication with these chat programs is talking rather than typing.

Thanks BuBBy. Although I do know that Yahoo allows for both webcams and audio to a group with what they call "Invite to a Conference" feature. Although I don't think up to 20 can use voice at the same time. Although I am not sure.

So how does TeamSpeak 2 work. Can you hear everyone mixed together? Or does it only allow one to speak at a time? Yahoo I seem to recall you can hear everyone. Although the ones that were doing the talking (either push to talk or voice activated) maybe can't hear. I can't remember anymore.

Programs like Teamspeak typically let you hear several people at once - I'd say the limitation is the available download bandwidth of the server - obviously if the server cannot "hear" everyone, it cannot transmit to all of the listeners.
Go find a public TS server and give it a go. http://www.goteamspeak.com/
