Microsoft changed how they distribute feature updates -- they tend to bundle new features in a cumulative update, along with the month's fixes, and then enable the new features [or turn them back off] later on, sometimes in a staggered manner. The Win11 build that's targeted to become the sort of base for Win11 22H2 has been released to Insiders for months now, with no widespread reports of anything terrible, so it doesn't *look* like it's going to be delayed. With their new distribution model, since new features can be added or turned on any time, any feature-related problems shouldn't cause any delay. In fact, rumors say that some features that didn't make it in time for the general release are going to be pushed out further towards the end of this year.
