Removing PowerShell 2 is the bottom line of a new CISA recommendation from cybersecurity authorities in the United States, New Zealand, and the United Kingdom. PowerShell is a tool included in Windows that provides extensive scripting &/or command line capabilities. Version 2 lacks the security measures of version 5 that's included in Win10, and is far short of the latest v. 7.2. Because of that it's something exploited by cyber criminals. Got to Control Panel -> Programs & Features, clicking Turn Windows features on or off. You can also go to Settings -> Apps and click the link for Programs and features. When you click Turn Windows features on or off a window will open with a long list of Windows features -- scroll down to Windows PowerShell 2.0 and make sure the boxes are unchecked. That's it.
With that main, important part out of the way, there's a bit of a background story. Apparently there are some people advocating removing PowerShell entirely, which can have undesirable side effects on Windows, so Do Not Do That. To counter that the new CISA recommendation mostly focuses on leaving PowerShell 5 installed, & optionally installing / using v. 7.2 along side of it.

Unfortunately, in today's world of paid-by-the-word writers working for various sites, all of this has become somewhat garbled. An article on ZDNet says to remove version 5 -- you cannot. A few articles I found say to uninstall via the Start Menu -- again you cannot.
