They have an allegedly portable version -- the link takes you to the PortableApps web site -- though it really isn't. When you run the downloaded file it unpacks the needed files in a sub-folder, where you'll find & run the app itself. Note that the path to the folder with IObit Unlocker has to be simple, e.g. c:\temp\, or it won't run. When you do run it it adds its driver to the registry, so it's not portable in the sense that it doesn't leave the host copy of Windows untouched.
That all said, the reason I'm posting about it is that IObit Unlocker works. From one of my attempts to get Win11 on my mini-PC I had a leftover folder that I could not get rid of -- other unlockers wouldn't touch it. IObit Unlocker did the trick.
