This is similar to some previous bugs in iPhones that allowed you to crash someone's phone with a special text message. In this case trying to access the $i30 NTFS attribute on a folder corrupts the NTFS file index, causing Windows prompts to restart to run chkdsk to fix the hard disk, which doesn't always work. Because it's pretty trivial to exploit, and because it's in the news, I imagine pranking will follow, same as with the iPhone bugs. While it's listed as a Win10 bug, it's reported to work on XP as well, so might well impact win7 & 8.
