Cortana's now a separate app, so you can get rid of it if you want, but not by using Settings -> Apps. A quick easy way is to use this command: Get-AppxPackage -allusers Microsoft.549981C3F5F10 | Remove-AppxPackage in Powershell. To run Powershell *Usually* just right click the Start Button, but if you've set that to the Command Prompt it's also in the Start Menu.
