Microsoft broke Win7 with their last round of patching, so it’s only fair they fix their screwup, which is why there’s a Win7 update in the 1st place. Windows Update gives me kb4539601, while the smaller kb4539602 in the update catalog I *think* avoids some of the full update’s garbage, like I believe more notifications that Win7 is EOL.
People are also reporting a new bug, which as far as I can tell has no relation to the above fix.

The problem is that you can’t shut down or restart Win7. The alleged fix is to enable a group policy setting, only you can’t run gpedit.msc to do that in Win7 HP. The setting they talk about is reflected in one registry value as below. Note: FWIW my 2 Win7 VMs already had this enabled, so if this is the fix, something is somehow changing that setting.
