Microsoft calls them "Optional", but I'm never sure if they really are or not. Sometimes there's an important fix or a security patch, but I *think* Microsoft still lists the update as optional because they catch some heat, both from updating win10 too often & because Win10 needs ANOTHER patch when they have more than one update a month. And Microsoft always tends to be vague about what exactly their updates add &/or fix.
That said, since you installed the update that means you won't have to install the same fixes on February's patch Tuesday -- those who didn't install KB4532695 will just have it added to that cumulative update -- so the time you spent updating isn't wasted.
