It wasn't available through Windows Update when I tried, but was at the above linked site. The web page has some glitches -- I originally tried the very same page, reaching it from a link on Neowin, and the download dialog was *I think* in Russian.
The download is for a downloader that will download & install the app. While it shows various Windows versions available on the above site, the win7 download for example was identical to that for win10. I had enabled the local policy to allow the old & new Edge browsers to coexist side by side. I also had the new Edge beta already installed. The beta did not update to the full version, either using Help -> About or using the downloader -- the new version installed alongside the beta, so I had to manually uninstall the beta via Settings. The old Edge icon on the taskbar went away, and it's now listed as Microsoft Edge Legacy in the start menu. When running the old Edge does not have an icon on the taskbar -- just an empty block. Many, but not all settings were imported from the old Edge.
