The November win10 cumulative update is a smaller one, especially if you're on v. 1903 [Spring, 2019] & installed October's 2nd update. For older versions of win10 it's slightly larger, and if you're still on 1803 [Spring, 2018], it's likely the last update you'll get. The Fall, 2019 win10 version upgrade is just a small service pack this time -- count your blessings since next year's spring upgrade is going to be finalized next month, so we could see it as soon as January. Today you'll see the option to install the service pack / update when you click to check for updates *after* November's cumulative update has been installed, and you've restarted Windows, **as long as Microsoft hasn't put a hold on your device because of some problem or other**. Otherwise Microsoft is going to slowly roll out the version update to those running the win10 Fall 2018 & Spring 2019 versions -- it'll be more aggressively pushed out to earlier versions.
Along with the win10 cumulative update there's a Malicious Software Removal Tool for Windows Update to download & run. There was a bug with the 1st couple of updates I performed -- the Malicious Software Removal Tool would show up and run every time you checked for updates, regardless if it had already been run once or twice previously. The last update I did the tool behaved normally, so hopefully Microsoft's fixed it.
