Dragos [industrial-control system cybersecurity] took an in-depth look at the 2016 Ukraine blackout, where Russian hackers caused a short-lived blackout in the capital city. Their conclusion is that the real goal of the cyber attack was physical damage with potential casualties. Dragos researchers believe that the intent was to disable safety features, so that when the electrical generation plant was restarted, it would cause an overload with disastrous results. It didn’t work that way, thankfully, possibly because the hackers made an error. And it points out that, at least for some cybercriminals, theft or causing inconvenience & disruption are not enough – they want to physically break things and hurt people.
