Most of the techniques you use in Photoshop can be accomplished in other photo editors too – Photoshop just gets the most tutorials -- but unfortunately this one is a Photoshop only. But, it showcases a feature that I’d guess most people don’t know about, and one I’d think could make it worth signing up for a Photoshop subscription for a month or two after you get back from vacation.
The way it works is that you 1st take a bunch of photos, say of a landmark or building or street etc., where all the things you want to remove, e.g. cars & people, are moving, so it won’t work for something like a beach where the people stay put. Then Photoshop looks at all the photos and removes everything that moves. I suppose you could also use video shot with your cell phone, converting that to individual images [there are several free utilities that can do that], but it would be lower resolution than the cell phone’s camera.
