For example, earlier this week, there was a promotion to win one DAEMON Tools Pro 8 Lifetime license. Are the winners published somewhere? How are winners contacted?
How do we know who won the license giveaways that periodically come up?

A link to a list of the winners appears on the main page a few days after the promotion ends.
Note that the Daemon Tools "enter win" promotion is still underway. It will end this weekend (40 hours remaining as of this post). The list of winners should be posted mid to late next week.

Games GuruHi Meebee, sometimes the winners are also listed on the giveaways page, but you will need to go to the bottom of the home page and select the day the offer was originally given via the archives; plus, as Chris said, all winners do receive an email. I've won several games and a couple of application software's (Zoner 14) over the years these offers have been active and have always received a key via my email and have seen the list of winners on the appropriate page.
That said, the winners for Daemon tools pro lifetime software haven't been announced yet. You can see the appropriate page HERE
The giveaway site is not one of those sites that tries to install malware, rips you off or makes false promises. They have been operating since October 2006 and have given away approaching 5000 programs and around 1500 games over the almost thirteen years they has been operating.
