This one is potentially pretty serious since it completely breaks Windows, which is why I'm posting it. The short article from Microsoft talks about setting a restore point, installing Windows updates, then restoring win10 to that restore point -- it does not say whether or not you might experience this bug in other circumstances. The article's explanation of what causes the problem says in effect that it occurs when Windows Update adds new drivers -- it does not say whether adding new drivers, then performing a system restore can also trigger the problem [I suspect it could]. And the article doesn't say whether this effects all versions of Windows 10, &/or if this is a problem introduced by this May's updates.
The fix the article talks about is to enter Windows Recovery Environment and perform the system restore there. It's lack of explanation or details may also be somewhat confusing. Windows 10 only shows you the boot menu where you can select the Recovery Environment in certain circumstances. One of those circumstances is if you repeatedly try to start Windows and each time it fails to start. So in this case you try to start Windows, it fails, you turn the device off, then turn it on again, try to start Windows, turn it off when it fails, and repeat until you get the needed boot menu. The article says use the restart switch -- *some* PCs have both a start or power button and a reset button, and pressing the reset button [if it exists] turns the PC off momentarily [while you press & hold the switch], and then turns it back on [when you release the reset button].
