I really don't know much about this -- just came across this article this morning -- but as presented in the article, it doesn't sound too good. My understanding is that as things are now, video clips, screen grabs etc. are pulled from sites if/when someone contacts the site saying it infringes (C), but under Article 13, the sites would be liable by default. According to this article, that would in effect mean pro-actively banning content that *might* be claimed to infringe on (C). It might also spread beyond the EU, if sites don't want to bother, or go to the expense of removing/preventing content just for the EU, allowing it everywhere else.
