My antivirus scan says I have a lot of junk files including logs slowing down my computer and wants me to pay to have the program remove them. I see where the log files are on my computer. Is it safe to go ahead and remove them myself?
Another question - does anyone know how to prevent Steam from automatically starting every time I turn on my computer?

I'd use Ccleaner to delete the logs and clear disk space. FWIW, the logs aren't impacting your PC's performance unless you're short of hard disk space and, consequently, have a tiny swap file. However, they do take up space for backups.
Ccleaner also has a tool to modify your "Startup" programs. You'll find a Steam program there; disable it and Steam won't automatically start.
But, yes, you can manually delete them as well.
