There are all sorts of ways to copy files from your phone to a Windows device, so this isn't something you really need, but I thought it was a kinda cute solution, & it's free.
I downloaded the portable version, which when run adds a C:\scanTransferHost folder holding about 64 MB in 754 files, 26 folders -- note that you still need the original folder with the file you ran in the 1st place. I didn't record any changes to Windows other than new entries in the Event log.
Far as I can tell from just a quick look, when you run the app it starts up Apache server, then shows you a window with a QR code. Using the camera on your Android or iOS device that's connected to your local network via Wi-Fi, you scan that QR code, which gives you a link on that device to transfer whatever -- the developer's site shows you videos of it in action. There are several QR code scanning apps free in the Play store, or you can use F/Book, Twitter etc.
