AMD's new CPUs make upgrades much more affordable -- 3rd party main or mother boards are cheaper, & their competitor to Intel's i7 sells for 1/2 the i7 price, with i5 competition coming in April. For some people though there's a Big catch... while Windows 7 may install on these new systems, Windows Update will not work, with Microsoft refusing any hot fixes or patches.
Microsoft had said it was only supporting Windows 10 on new model CPUs some time ago, then seemed to back down under pressure from businesses that had not yet switched over to 10. That policy is now going to be enforced.
While hot fixes can be individually downloaded & run, Microsoft has shut down pages on it's site that made it fairly easy to tell which hot fixes you needed -- there also may be a delay between the time a hot fix is available from Windows Update, and when it's available as a download.
There's also the potential problem of hot fix compatibility. Microsoft will probably not be testing Windows 7 hot fixes on new CPUs, and there's always the possibility that Microsoft could disable the hot fixes themselves if certain CPUs were detected. I'm not saying that they would or wouldn't, but only that it's possible, especially given their prior efforts to get users to upgrade from 7 to 10.
