If you're still interested, you can get Fences 1.01 which was the old freeware version, at File Hippo, here: http://filehippo.com/download_fences/7835/ That's the only version of Fences that I've used and I liked it very much. But I am kind of hooked on my Desktop Icon Toy, lol - they won't work together unfortunately ;)
