for static screen captures, FastStone Capture 5.3 (last freeware version) is a decent choice.
FastStone Capture is a powerful, flexible and intuitive screen-capture utility. It allows you to capture anything on the screen including windows, objects, full screen, rectangle regions, freehand-selected regions and scrolling windows/web pages.
a must-have in my opinion.
for recording motion, try Freez Screen Video Capture. sometimes it won't work, but it tries.

You can record any part of the screen's activities and the cursor's movements, using a microphone to narrate your screen recordings. but if you're looking for something free you can use 101Screenshots:

The full version costs, but you can use it free of charge using only 20 screen captures at a time. You need to make sure you've saved your screen captures before you've used up 20 otherwise it overwrites the oldest capture. Works well.

The free program that works best for me is MWSnap. It's a very small, yet completely functional program that lets me take pictures of my desktop whenever I want and save them to my computer. I have a vision impairment so I need programs that aren't too complicated and this has been the easiest for me to use. I almost always use the fullscreen capture but there are other options to just take pictures of whatever you want, I just can't say how easy that part is since I've never done that.
But if I want a picture of my desktop, I just start MWSnap, hit "full desktop", hit the save picture on top, name it whatever I want and save it to wherever I want it to go. Very easy. I don't have the manufacturer's website and can't figure out how to put a link on here but you can easily find it on http://www.download.com with a search if you are interested.
