As your cell phone or tablet searches for & connects to cell phone towers, it may connect to towers not belonging to any carrier. When that happens traffic to/from your device can be recorded/monitored or altered, & commands may be sent to your device, the same way the carrier might send legitimate commands.
I think it's safe to assume that anyone(s) going to the expense of a fake tower is doing so to intercept all cell phone traffic -- not just from people using Android hardware. I could of course be wrong. The fake towers were detected using a special, secure cell phone using a modified version of Android -- unlike Apple & Microsoft phone OSes, Android is open so you can do that, you can modify it. Until someone publishes that they detected fake towers with a [special?] Apple or Windows cell however, their vulnerability is just speculation on my part. I'd also figure it's unlikely that the US has a monopoly on fake cell phone towers.
