GPUs get hot, so graphics cards use heatsinks & fans [or watercooling]. Problem is, fans make noise that some people object to, so manufacturers use variable speed fans and set them to operate at the bare minimum speeds. Afterburner can set the fan speeds on a much more practical curve -- there's one included, or you can design your own. That will make the GPU run cooler, perhaps longer, while reducing the amount of heat inside your computer case, which is good for everything else.
