I see it's a Symantec product, but what is it, and what are the terms of use/download?

AFAIK This is the only program I know of that does the following, runs applications in a virtual layer of your computer. It's sort of like a virtual machine (but your machine) and sandboxie together although its not for OS testing but just applications.I got my copy from PCmag although if you don't have a subscription it costs $8 which I don't understand because its supposed to be freeware so unless you have a subscription get it somewhere else, (I included a Cnet download link below)
also I bet you can find much more information than I have linked for you all below so if you wish follow the Google like I provided at the bottom (or Google it yourself lol)
in all with this app you never have to uninstall anything and nothing is actually installed on your system! It would be a great program to have tested here TOO..........
@RonSC: I don't know all the terms although it requires a registration key they provide an EVALUATION key that does not expire and AFAIK I have yet to find a disabled feature. I think it is free for home users although not for corporate like many apps.

Altiris SVS Free in the early days before it was acquired by Symantec in 2007:

(it has pretty much the same spartan GUI as the new Symantec SWV admin tool ,but with less options and no Windows 7 & 64 bit support..maybe obsolete by now,but it gives you an idea of how things work)

I have just been introduced to this program. So far Its pretty much the same program but branded by Symantec? still very easy to use. Am i correct with that assessment?
For those who want to know how to use this.
(also the how-to posted on the Online Tech Tips link above is still relevant)open the program.
Click File>New Layer or (ctrl+n)
Tick the install application ratio button
Name your Layer (I use the application name)
the app will then install as normal and runNow you have a layer called (your program name) and when you want it installed activate it and it will magically appear. Deactivate it and boom its gone but you can still activate it again. If you don't want the app at all anymore make sure the program is closed, deactivate it then delete it and again boom its gone but forever never once impacting your system. so like running a program in sandboxie you can INSTALL a program and use it in a sandbox with this.
IMO if you are even a weekly tester use this and don't bloat your registry even the best registry cleaners don't remove EVERYTHING and this way you never installed anything in the first place. (sorry it sounds like I'm selling it but i just like it is all) LOL
