I stumbled across this note in an MSFN Forum recently "Latest UDC compressed file will not open".
The question is "Latest UDC (12/10/13) gives an error message while executing it: File is corrupt or invalid. Is it just me?" (sounds a bit familiar...)
The answer was "I had this problem too - and after some discussion on another thread we discovered the cause. The server was set to offer GZipped versions of ALL files - which can dramtically reduce server download bandwidth. The receiving browser is supposed to transparently un-GZip the file and return it to its original format. However when using older versions of Internet Explorer a downloaded ZIP file remains GZipped - which baffles most UNZIP utilities.
Downloading using Chrome or Firefox should work OK - the file is saved as a plain ZIP file as expected.
Apparently this was a known issue with IE6, IE7 and IE8 - but was never fixed. Supposed to be fixed in IE9 and newer." (but did they...)
So, you might either try using a different browser if using IE or using a zip utility that recognizes GZip like 7-Zip or Gzip.
I that doesn't work then I can give you another idea that will be a PITA.

I found you have to restart in safe mode with networking then proceed as normal. It is a trip but it works. I am using Kaspersky. I am sure that is the issue but the work around works.

As you've found there's always a readme.txt file with directions, & either a setup.exe paired with a .gcd file, or a Activate.exe file paired with a .gcd file. When you run setup.exe it combines with that .gcd file -> the software's installation file is extracted & placed into your PC's or laptop's memory -> that installation file is run, installing the software. During that process if that installation file [that's supposed to be in memory] is damaged or deleted or quarantined by security software, the process can't proceed.
With Bitdefender I've found that sometimes it doesn't object at all, but when it does block the install I have to turn off the AV service, which can't be done while running win7 normally. Sometimes that means Safe Mode, like you, yet other times I've had to disable that service in Safe Mode, reboot to normal Windows, install, then go back to Safe Mode to turn that service back to Autostart with win7.
